Denied and underpaid are not the same problem
How to identify the carrier's position before you organize your response.

Start with the carrier's words
A denial says the insurer believes some or all of the loss is not covered. An underpayment means the insurer accepted at least part of the claim but you dispute the amount or scope.
Do not rely on a phone summary. Find the written position letter, estimate, policy provision, and payment explanation.

Build the comparison
A useful file shows the disagreement instead of merely asserting it.
- Match each carrier estimate line to the contractor estimate.
- Separate coverage disagreements from price or scope disagreements.
- Put every carrier explanation beside the document that supports or contradicts it.
- Record dates, names, and what was actually said.

Why the distinction matters
Different policy processes may apply to scope, valuation, and coverage disputes. Organizing the file makes the disagreement clearer, but it does not determine which legal remedy is right.
